Maintenance Procedures – Propane Facility System Guidelines

 In October 2017, Technical Safety BC issued a detailed technical manual entitled “Maintenance Procedures – Propane Facility Systems Guidelines”.  This document was published to help propane bulk plant operators set up operations and maintenance procedures to address new requirements set forth in the 2015 edition of the B149.2 Propane Storage and Handling Code.  As a companion to the Guidelines, Technical Safety BC also issued a sample Audit Checklist.

Technical Safety BC Issues Directive on Propane Facility Operations and Maintenance Procedures

On October 20, 2017, Technical Safety BC issued a Directive regarding the requirements for Propane Facility Operations and Maintenance Procedures in British Columbia.  New requirements set forth in the 2015 edition of the B149.2 Propane Storage and Handling Code come into effect in British Columbia as of November 1, 2017.  This directive provides details on the new requirements.

BCSA Issues Bulletin on Propane Vapourizer Emergency Shutdown System Requirements

On August 14, the BC Safety Authority issued a Bulletin to address clearance requirements for emergency shutdown systems on tank systems connected to direct-fired vapourizers.  The amendments to the requirements ensure compliance in limited installations, such as at construction sites.

New Brunswick Adopts Updated CSA Codes into Regulations

On July 14, 2017, Technical Inspection Services of New Brunswick issued a notice to Gas Industry Stakeholders adopting the most recent versions of CSA codes and standards within their Propane, Natural and Medical Gas Regulations.  This includes the 2015 versions of the B149 series and the 2014 edition of the B51 Boiler, pressure vessel, and pressure piping code.

BCSA Updates List of Recognized Certificates for Transfer of Propane

British Columbia - BCSAOn June 23, 2017, the British Columbia Safety Authority (BCSA) published the first revision to its Directive D-GA 2017-01 (Rev 01) entitled “Recognized Certificates for Transfer of Propane”.

This Directive identifies which training courses related to the transfer of propane are recognized by BCSA for use in British Columbia.  This amendment added Fuels Learning Centre’s ASME tank evacuation course (SO03).  The Directive recognizes the following Fuels Learning Centre courses:

TSSA Issues Updated Propane Code Adoption Document Amendment

Ontario - TSSA Logo 01On April 10, 2017, TSSA published an updated amendment to their Propane Code Adoption Document.  This document adopts the 2015 versions of the B149 codes into regulation and provides additional requirements specific to compliance with theses national codes in Ontario.  This Code Adoption Document (CAD) revokes previously published versions, including the CAD published on February 1, 2017.

BCSA Revises Hazardous Location Requirements

British Columbia - BCSAOn February 25, 2017, the British Columbia Safety Authority (BCSA) issued the first revision to Information Bulletin IB-GA 2013-03 (Rev. 01) entitled “Hazardous Location Requirements – Gas Equipment Installations”.

This revised bulletin clarifies what must be done a gas appliance not certified for a hazardous location has been installed in a hazardous location as defined by the B149.1 and B149.2 codes.

BCSA Revises Propane Cylinder Filling Requirements

British Columbia - BCSAOn February 23, 2017, the British Columbia Safety Authority (BCSA) issued the first revision to Information Bulletin IB-GA 2012-01 (Rev. 01) entitled “Propane Cylinder Filling Requirements”.

This revised bulletin clarifies the appropriate and approved methods for filling propane cylinders.  The bulletin also identifies the requirement for individuals filling cylinders to be the holder of Records of Training recognized the BCSA.
